Ibn Taymiyyah said, “The places of the leaders and the gathering points of the ummah were the mosques. For the Prophet ﷺ established his blessed mosque upon piety. In it also took place political affairs, the raising of banners and flags, the appointment of commanders, the recognition of tribal leaders, and the congregation of Muslims to deal with matters concerning their religion and worldly affairs."
